Context and challenge

The assignment need.

The Council required a strategic direction and institutional systems to strengthen coordination, governance, accountability and capacity support for civil society organisations in the Amhara Region. The assignment demanded alignment between the strategic plan and operational policies for human resources, finance and procurement.

How the work was structured.

• Reviewed the Council’s mandate, legal context, organisational needs and civil society operating environment.
• Consulted relevant stakeholders to identify institutional priorities, capacity gaps and coordination needs.
• Developed a strategic plan focused on institutional strengthening, coordination, capacity development, advocacy, knowledge management and resource mobilisation.
• Prepared organisational manuals to strengthen HR, financial management and procurement systems.
• Aligned the manuals with the strategic plan and validated outputs with stakeholders.
