Context and challenge

The assignment need.

The evaluation required analysis of a complex multi-region intervention implemented under difficult operational conditions. The client needed evidence on food security, livelihoods, climate adaptation, WASH, environmental rehabilitation, women’s empowerment, social cohesion, implementation quality and sustainability across diverse regions and project components.

GRC approach

How the work was structured.

  • Structured the evaluation around the project results framework and OECD-DAC evaluation criteria.
  • Prepared tools that captured household food security, livelihood resilience, WASH access, climate adaptation practices and social cohesion.
  • Designed a fieldwork plan responsive to conflict, drought, access and regional diversity.
  • Combined quantitative survey findings with qualitative evidence from communities, implementing partners and local stakeholders.
  • Generated clear conclusions, lessons learned and prioritised recommendations for consortium learning and future programme design.
