The assignment need.
The project required a credible baseline to understand women’s participation, confidence, leadership roles, community attitudes, institutional barriers and support needs before implementation. The assessment also had to generate practical recommendations for improving women’s local leadership and political inclusion.

- Developed quantitative and qualitative tools to capture participation, confidence, perceived barriers and enabling factors.
- Collected evidence from target community members and relevant stakeholders.

- Prepared baseline values and practical recommendations for implementation planning.
How the evidence could be used.
The baseline gave NLTCDRP a clear evidence base for programme targeting, implementation planning, future comparison and advocacy around women’s participation in local leadership and decision-making.
